Gabriel Leonardos, President of ABPI

Pág 1 - Gabriel Leonardos

“It is with great satisfaction that we present ABPI’s Annual Report. The year 2025 marked a period of significant achievements and advances for the Association, reaffirming our central role in promoting qualified discussion on Intellectual Property in Brazil and worldwide.

This year, ABPI’s work proved more necessary than ever in the defense of Brazilian Intellectual Property. I had the honor of representing the country at a hearing of the United States Trade Representative (USTR) in Washington (USA), within the scope of Section 301, highlighting Brazil’s progress in reducing the patent backlog, combating piracy, and promoting innovation.
We maintained a strong institutional presence in public policy, with submissions to CAMEX and to the Interministerial Committee on Economic and Commercial Countermeasures. In these positions, we warned of risks associated with Law No. 15.122/2025 and advocated a prudent approach regarding the possible suspension of IP rights as a measure of trade retaliation.
Another relevant milestone was our ongoing defense of the financial autonomy of the National Institute of Industrial Property (INPI). ABPI closely followed the judgment of the structured action brought by the Association itself—an historic step toward the Institute’s efficiency and independence. We also monitored the process led by the Ministry of Development, Industry, Trade and Services (MDIC) to transform INPI into a regulatory agency, a measure announced during our Congress and representing a significant advance for strengthening Brazil’s national IP system.

We continued to act in alignment with the National Intellectual Property Strategy (ENPI) and the Interministerial Group on Intellectual Property (GIPI), expanding institutional partnerships and contributing to public policies aimed at spreading IP culture across the country.
ABPI’s 45th International Congress, held under the theme ‘Collaboration in the Age of Intelligence,’ cemented itself as one of the most relevant IP events in Latin America, bringing together national and international experts to address the challenges and opportunities brought by innovation and Artificial Intelligence. I also highlight the AI & IP Forum, which deepened the debate on the impact of new technologies on the creation, protection, and regulation of intellectual assets.

We close the year convinced that we remain true to our mission: to foster knowledge, dialogue, and the advancement of Intellectual Property as a strategic driver of development and innovation for Brazil.”
